The new game Kamen Rider Chronicle is a big hit. However, as players continue to get outbreaks of Game Disease, the Ministry of Health notifies the public of the collection and prohibition of the game.

In order to avoid chaos, Emu (Hiroki Iijima) and the other doctors await orders, but Game Disease patient Tenma (Yukito Nishii) decides he wants to cure himself, facing off against a Bugster.

Emu tries to stop Tenma by transforming into Ex-Aid. But Poppy Pipopapo shows up and gives notice that the rare Kamen Rider characters giving aid to the players is a violation. She transforms into Kamen Rider Poppy and rushes in to attack Ex-Aid.
