Before the Phantom Thief Sentai Lupinrangers can catch the serial jewel thief Garatt Nargo, International Special Police officers Keiichiro (Kousei Yuuki) and his team transform themselves into the Police Sentai Patrangers. Keiichiro chases down Garatt, but before he can defeat him and recover the collection he’s interrupted by Kairi (Asahi Itou), and Garatt gets away. An enraged Keiichiro gives Kairi a fierce pursuit, but can’t catch him. Afterwards, in order for Kairi to look for a lead on Garratt’s hiding place, he looks for Keiichiro among the investigators. While Keiichiro tries to fulfill his duties as a police officer, Kairi reflects on the events that made him decide to become a Lupinranger.
